## Dog Ownership Rules in India: Registration, Societies and Your Duties

No single dog licence exists in India, but owners do have duties. Rabies vaccination, municipal registration, what housing societies can and cannot do, cruelty and abandonment law, the 2024 breed advisory, and travel rules.

**India has no single "dog owner's licence", but owning a dog does come with legal duties.** Some come from national animal-welfare law, some from your city corporation, and some from your housing society or the airline you fly with. This guide summarises what most owners need to know before bringing a puppy home. Rules change and differ by city, so treat it as a checklist of questions to confirm locally, not as legal advice.

## 1. Rabies vaccination

Rabies is present across India and is almost always fatal once symptoms appear. Vaccinating your dog against rabies on your vet's schedule, with annual boosters, is the single most important legal and health duty you have. Municipal registration usually requires a current rabies vaccination certificate, so keep the vaccination card safe. See our [rabies guide](https://nearby-petstore.in/blog/rabies-in-pets-symptoms-first-aid-prevention/) and the [dog vaccination schedule](https://nearby-petstore.in/dog-vaccination-schedule/).

## 2. Municipal registration

Many city corporations and development authorities require pet dogs to be registered, usually online, with proof of rabies vaccination and a small fee. Some issue a tag, some fine unregistered dogs, and renewals are commonly annual. Search your city corporation's website for "pet dog registration" or ask your vet, who will know the local process.

## 3. Housing society rules

Advisories from the Animal Welfare Board of India have long said that housing societies cannot simply ban residents from keeping pets, or bar pets from lifts. Societies can make reasonable rules: leashing in common areas, cleaning up after your dog, and avoiding nuisance. In practice:

- Read your society's bye-laws or rental agreement before buying.
- Keep the dog leashed in common areas and lifts, and always clean up.
- Manage barking. Neighbour complaints are the most common source of disputes.
- Keep your registration and vaccination papers handy in case of a complaint.

## 4. Cruelty and abandonment

The Prevention of Cruelty to Animals Act, 1960 makes cruelty an offence, including abandoning an animal in circumstances likely to cause it suffering. Leaving a dog chained without shade or water, or abandoning it because circumstances changed, can have legal consequences. If you can no longer keep a dog, rehome it responsibly through a shelter, a rescue group or the seller.

## 5. Breeding and pet-shop rules

Under the Dog Breeding and Marketing Rules, 2017 and the Pet Shop Rules, 2018, breeders and pet shops are expected to register with their State Animal Welfare Board and follow welfare standards, such as minimum ages for sale and vaccination before sale. As a buyer, it's reasonable to ask a seller about this and about the puppy's health records. Our [puppy buyer's checklist](https://nearby-petstore.in/puppy-buyer-checklist/) covers what to ask.

## 6. The 2024 advisory on "dangerous" breeds

In 2024 the central government issued an advisory asking states to restrict the import, breeding and sale of 23 breeds it considered dangerous, including the Pitbull Terrier, Rottweiler, Cane Corso and several mastiff and shepherd types. The advisory was challenged in several High Courts, and its status has varied by state. Some municipalities and housing societies also have their own rules on such breeds. If you're considering a large guarding breed, check the current position in your state and society first.

## 7. Walking in public

- Use a leash in public places. Many cities' civic bye-laws require it.
- Pick up after your dog. Fines for fouling public spaces exist in several cities.
- Use a muzzle if your dog is reactive, and train recall before any off-leash time.

## 8. If your dog bites someone

Owners can be held responsible for injuries caused by their dog. Make sure the person gets immediate medical advice about rabies prevention. Share your dog's vaccination record and keep your dog under observation as your vet and local authorities advise. Up-to-date rabies vaccination protects everyone.

## 9. Travelling with your dog

- **Air:** airline policies differ widely. Some carry small pets in the cabin, some only as cargo, some not at all, and flat-faced breeds often face extra restrictions. Check the current policy before booking.
- **Rail:** Indian Railways allows dogs under specific conditions, such as in booked first-class AC compartments or in the dog box of the luggage van. Check current rules at booking.
- **Moving cities:** keep the vaccination card and a recent vet fitness certificate with you. See [moving interstate with a pet](https://nearby-petstore.in/blog/moving-interstate-with-a-pet-in-india/).

## Your pre-purchase checklist

1. Check your society bye-laws or rental agreement.
2. Find your city's pet registration process.
3. Confirm the breed has no restrictions where you live.
4. Plan rabies vaccination and annual boosters with a local vet.
5. Keep vaccination and purchase documents in one folder.
